Taken from a legal web site:
There are very few instances where mileage can be altered legally,” said Taylor.
“I can only think of one: when the odometer breaks. And if that happens, you’d take it to a dealership where it would be recorded and logged properly. Safeguards are in place to show everything is above board. But some companies don’t do that and there’s little or no paperwork. If mileage is altered any other way, criminal offences are committed."

im almost sure an M,O,T, tester can swap clocks, log milage from existing and log the new or 2nd hand clocks at their milage. then stamp a receipt or your own service history to verify its been done above board. your test certificate also has your annual miles for the last 3 yrs ish, but the milage is also kept on department of transport database that goes back further than the 3 yrs on your certificate.

could be wrong but always been told you can change your miles ie.. new clocks but its criminal offences are committed by selling the bike with out telling the new keeper it has been changed fars as i no its your bike so you can do what ever you like to it but has to be leagal for the road ,

You can Gonzo ... But if you went to see a bike and its milage didn't add up would you walk away ? Clock swaps without paperwork are basically trusting the seller at his word. Now if the seller had a stamped receipt from a reputable dealer for the clock swap would that make a difference ?
The only time an offence is committed is if you don't tell the buyer the milage has changed when selling the bike.
